Paver installation in Miami-Dade
Miami Paver Co. is a guide run by Terragroupe, LLC. We do not install anything and we are not booking jobs yet.
Paver rules in Miami-Dade come in layers. The county reviews drainage for pavers on single-family and duplex lots, unless a city has its own approved review. Each city also sets its own building rules, and Florida law covers who needs a license.

What this site gives you now
This guide cuts the guesswork and the paperwork. You can learn the permit path and the paver system before you spend anything.
- A way to size up your site
Take photos of your site and note your address and what is there now. They help you see what the project involves and which paver system fits. - A permit path to follow
The Paver Plan Check lists the rules we could confirm for your city and the offices to call. Each rule names the page we read and shows its date. - A written scope and price to ask for
Ask any installer for a scope that lists base depth, compaction, edge restraint, drainage, paver, joint sand and sealing, with the price. Nothing should start until you say yes. - The right paver for the job
Concrete pavers, travertine or a permeable system. The guides help you match the choice to how you use the space and to what your city allows. - A photo habit
Take photos of the base, the laying and the finish, so you can see the work you paid for. - What to ask for in writing
Ask any installer to put the workmanship term in your written scope. We will publish an installer's term on this site if one signs.
This site is free to read. It sells no work and takes no payment. If the rules make pavers not worth the paperwork on your lot, the Plan Check and the guides will show it. Any work is agreed in writing between you and the installer who does it.

How it works
The Paver Plan Check and the guides are free to use.
- Run the Paver Plan Check. Pick your city and read the rules we found, each with its source and date.
- Call the offices it names. Have your address, photos and what is there now ready. We read the permit path for your city and tell you which offices to call.
- Review your permit path and ask for a written scope. Ask to see the offices, the papers, the base, the paver and the price in writing. Nothing should start until you agree.
- Decide, then follow the work. If you go ahead, ask the installer for photos of the base, the laying and the finish. We are not booking jobs yet. If you tell us about your project, we will let you know when a local installer is available.
Cities we cover in Miami-Dade
County review comes first on a home lot
Miami-Dade's Board adopted an impervious surface rule on September 4, 2024 1. It covers cities and unincorporated areas 1. New, replaced or expanded pavers on a single-family or duplex lot have needed county review since March 31, 2025 1.
A city can take over that review for its own lots. The County Director must first find the city's rules at least as strict 1. So the first question for any address is which office reviews the lot.
The rule lists one way to meet its storm standard on these lots. On a lot of 5,500 sq ft or less, the listed pervious share is 20% 1. On a larger lot, it is 25% 1.
The permeable pavers guide explains when a paver counts as pervious.
County rules, city rules
Miami-Dade County's building permit pages speak for unincorporated areas. A city such as Miami or Doral runs its own building department. Its rules can differ from the county's. Start by finding out which one covers your address.
Doral shows how far a city can go. Its driveway guide asks for a building permit to replace or extend a residential driveway 2. It also lists an HOA or condo approval letter among the papers when one applies 2. That guide is undated, so call Doral Building to confirm before you plan.
Inside the county's own area, Public Works treats paver driveways differently from plain concrete or asphalt ones. It asks for a recorded construction covenant 3. The paver permit path guide walks through the steps.
Who can lay pavers
As of October 18, 2026
Under section 489.117 of the Florida Statutes, there is no state license category for driveway or paver installation4. The same section says a city or county may not ask for a license for work that fits no state contractor category. It may not ask for a license to pull a permit for that work either. This is research, not legal advice. Structural work may be different.
Under section 489.103, Florida also has an owner-builder path: owner-builder exemption, 1-year sale presumption5. If you use it, you sign the permit application and a disclosure statement.
Price ranges here are national
National price guides list concrete paver driveways at 10-25 USD per sq ft (national)6. They list paver patios at 8-25 USD per sq ft installed (national)7. They list travertine pavers at 15-27 USD per sq ft installed (national)8.
These are not Miami-Dade quotes. We have no local quotes yet, so we do not print a county price. The cost guide shows the sources and dates.

Questions people ask
Do city paver rules differ from the county's?
They can. The county's building permit pages we cite cover unincorporated areas. Doral, for one, has its own driveway guide with its own papers 2. County drainage review can apply in a city too, unless the city runs an approved review of its own 1. Call the building department for your address before you plan.
How do I know if I am in a city or in unincorporated Miami-Dade?
Ask the county or the city you think you live in. Your answer decides which rules and which office apply, so settle it before you collect quotes.
Why do you only have a page for Miami?
A city gets a page only when we have enough local, sourced facts to say something useful. We are adding cities as we confirm their rules. Until then, the permit path guide shows what to ask any city.
Which office reviews drainage for my pavers?
It is the county, unless your city runs its own review. A city may do that only if the County Director finds its rules at least as strict 1. We have not found a list of cities that hold that approval. Ask your city and the county.
