Paver installation in Miami
Miami Paver Co. is a guide run by Terragroupe, LLC. We do not install anything and we are not booking jobs yet.
Miami-Dade's county review of pavers on single-family and duplex lots covers cities too, unless a city runs an approved review of its own 1. We have not found whether the City of Miami does, so ask the city and the county which office reviews your lot. The city also charges a flat stormwater fee of 7 USD per month2, and its page describes no credit for permeable pavers.

How it works
The Paver Plan Check and the guides are free to use.
- Run the Paver Plan Check. Pick your city and read the rules we found, each with its source and date.
- Call the offices it names. Have your address, photos and what is there now ready. We read the permit path for your city and tell you which offices to call.
- Review your permit path and ask for a written scope. Ask to see the offices, the papers, the base, the paver and the price in writing. Nothing should start until you agree.
- Decide, then follow the work. If you go ahead, ask the installer for photos of the base, the laying and the finish. We are not booking jobs yet. If you tell us about your project, we will let you know when a local installer is available.

Which office covers a Miami address
The rules come in layers. The county's impervious surface rule covers single-family and duplex lots in cities as well as unincorporated areas 1. A city may run its own review if the County Director finds its rules at least as strict 1.
We found no City of Miami page that says it holds that approval, and none that sets paver or driveway rules. So ask both offices which one reviews your lot. They are the City of Miami Building Department and the county's RER-DERM office. The county's exemption and covenant pages speak for unincorporated areas. Treat them as questions to ask the city.
One city page does help. The City of Miami has a page on its small-project permit exemption. It says other departments, such as Zoning or Public Works, may need to approve work like driveways 3. That can hold even when no building permit is required.
For the county rules we found, read the paver driveway page and the paver patio page.
The city's stormwater fee
The City of Miami bills a single-family home a flat stormwater fee of 7 USD per month2. The fee rises each year.
The fee page describes no credit for pervious surface or permeable pavement on a developed residential lot. On that reading, permeable pavers are a drainage choice, not a way to cut the bill.
Fire ants and coral stone
Fire ants can nest under pavement and buildings. UF/IFAS says there is no permanent fix4, and it recommends bait, both broadcast and on single mounds 4. Ask your installer how they handle an active nest before the base goes in.
Coral stone is popular in South Florida. One local stone seller says it is natural limestone and coral, and should be sealed against stains and weather. Those are vendor claims5, not test results. Ask for the spec sheet of the exact stone before you choose it.
What to check in Miami
- Which office covers you. Confirm whether your address is inside the City of Miami or in unincorporated Miami-Dade.
- Permits. Ask the City of Miami Building Department whether your job needs a building permit. Ask Zoning and Public Works about the driveway approach and the swale in front of your lot.
- HOA or condo. Ask your association for its paver color and pattern rules in writing.
- Historic review. Ask the city whether your block has design review before you change a driveway surface.
- Quotes to compare. Get the base, the edge restraint, the drainage plan and the sealing choice in writing.

Questions people ask
Does county paver review apply inside the City of Miami?
It applies unless the City of Miami runs its own review. The County Director must also have found that review at least as strict 1. We could not find that the city holds that approval. Ask the city and the county which office reviews your lot before you plan.
Do permeable pavers lower my City of Miami stormwater fee?
Not on the fee page we read. It describes a flat fee for a single-family home and no credit for permeable pavement on a developed residential lot 2. Call the city's stormwater office to ask if that changed.
Do I need a permit for pavers in the City of Miami?
As of October 18, 2026
Ask the City of Miami Building Department. We found no city page that sets paver rules. The city's small-project exemption page says Zoning or Public Works may still need to approve work like driveways 3. The county's building permit exemption covers unincorporated areas, not the city. County drainage review of pavers can reach city lots too, unless the city runs an approved review of its own 1.
